How happy are BASS volunteers with the telcos?

Date:

January 29, 2018

BASS data as of Jan 29, 2018 9:15am. Mobile data, peak hours only.

Notice that despite SMART having about 50% less cellsites, their average nationwide bandwidth is higher than Globe's average nationwide bandwidth.

Is there truth to Globe's claims that they need more cellsites to increase bandwidth? What is stopping them from doing it with their present cellsites?

Date:

January 29, 2018

BASS data as of Jan 29, 2018 9:15 am.
From 12,403 cellsites last week, our BASS volunteers have now detected a total of 12,817. So only 414 new cell sites were detected.

One starts to wonder why despite Globe's 2:1 advantage in terms of number of towers/cellsites over SMART, Globe's average bandwidth is much lower than SMART's.

Is there any basis for Globe to claim that they need more cell sites to increase bandwidth ? What do you guys think?

Data Modification Notification effective January 9, 2018:

There is a need to update null [Operator] Field in the data set. This situation arises when a volunteer is using a dual sim phone and has disabled the slot1. The BASS mobile app cannot detect the operator code on slot2.

In the example submitted by a volunteer, His Asus zen phone was dual sim with Globe on Slot1 and Smart on slot2. He disabled Slot1 and used slot2. The measure was recorded on our server but the [Operator] field was blank.

Our workaround is to replace the [Operator] Field with the following values:

If MNC (cell site operator code)= 2, we will update [Operator] field with Globe.

If MNC (cell site operatore code)=3, we will update [Operator] field with Smart.

These data modification will only take place when ALL of the following conditions are true:
1. The [Operator] field is blank.
2. The connection type is MOBILE (and not wifi)
3. There are a valid cellsite ID and MCC = 515

As soon as our volunteer developers have the time, we will implement 0auth authentication for all people that want to download the dataset.

ICYMI: We are happy to finally partner with Department of Information and Communications Technology - DICT.

"According to Secretary Rio Jr : “It (BASS) will help DICT come up with policies and programs to improve the internet speed of ISPs and Telcos. As you know the president has mandated us to make our internet speed faster and cheaper. And we need a reliable measuring tool to base our decision. "

Some initial mood meter readings (preliminary). Background: We asked our volunteers to rate their mood before they measure the bandwidth. +2.0 is very happy, and -2.0 is very angry.

So any net positive is good, and any net negative is bad for the mood for each telco. Surprisingly, SMART is net positive! While Globe and Sun are net negative.

Same set of data, and using only mobile internet measures from 6am to 12midnight. But filter it so only the 5th to 95th percentile values are included in the average bandwidth computations.

Results using R. Smart still leads, but not by a larger margin as using simple averages without percentile filtering.

The grey band for each line corresponds to confidence interval.
